A unemployed player with a lot of time can keep grinding/playing on smaller tanks to raise the credits. A employed player could buy some gold transfer it to credits instead of grinding that 6.5 mil needed. Either way time or money is an advantage on games. However a casual player will get to the same point a little later and then when every one is even it comes down to skill mostly. (except crew levels will be different)

During clanwars beta (Euro map only), it will be 8pm - 10pm of the server.
I don't know what time zone that will be in, but based on the server, I guess East USA time zone, so about 11am -> 1pm east aus time i think, depends on day light savings etc.
During full global map clan wars full release. The battles will be in the prime time of the land your attacking. So an Australian clan could battle for australia, aisia, japan, east Russia, on a similar time zone. And the battles would then be Aus prime time.
