• The purchase of the license is available only to a player who is not a member of any clan. If a player has a license and enters a clan, the license is automatically revoked.

However that doesn't mean you cant have a merc clan, it means you cant have a clan in game. you can still have a merc clan..
What id do if i wanted to merc, would be to open the clan in a website, teamspeak, and make a section/thread here in the forums in the clan section. So you are a clan for all purposes, except in game.
Then you contact clan leaders, and clan leaders contact you, You need to become the main goto man when clan leaders want mercs. So instead of a clan leader going looking for 5 merc, or 10 mercs they goto you and you send them the mercs.. They know the merc are good and trustworthy, because that's the reputation that you have built for your clan and players..
So yes, id say you can easily have a merc clan, but, not have a clan : ) because your players need merc badges not a clan badge, your mercs will be scattered "hired" by many clans. When they have finished their jobs, they come back to you for another assignment.
