The difference with soft wipe to a total account is that soft wipe transfers all of your exp, used and unused, in to free exp and refunds all your used gold and credits.
Hard wipe makes you start over properly, with the same amount of resources you had when you first made your account
Account wipe would delete the accounts too and they'd need to be remade.
