2. Full pay for incomplete caps.

But really i think its better the way it is at the moment.
Capping when there is only 1 tank left (that can easily be killed), is risky, you probably are better off just going to kill the last tank.
Kill? or Cap? is something you need to weigh up "what will pay more" before you make the decision.
