I would like to request another CW Summit

Quemapueblos: I was unclear. We need to get all the facts before continuing too deeply into this. The mechanic may not be working correctly. Once I get everything in order, I will start a discussion or organize another summit.   The intention of this change is as follows: 
The formula changed was to allow small clans with few provinces to not worry about riots and be able to concentrate on war. I will work on getting further clarification on the reason for these changes as well.
