At least, I assume it's a bug. Overlord has stated the intention is that we will be rewarded.
I can say with absolute certainty that right now, you are not. In fact, if the only damage you do to a tank is track/module damage, the tank doesn't even show up in your list of damaged vehicles! Obviously it's going to be hard for the game to reward for dealing damage about which it knows nothing.
Players should be rewarded for track and module damage exactly as much as they would be if they had dealt hp damage to those tanks instead. Or else please let me choose to never deal track/module damage.

Overlord: The bonus is not significant and awarded only for the first
detracking / module hit of each enemy vehicle.
