Does the matchmaking system stack against you if you win?

Because if so, thats the dumbest thing I've ever heard. You're punishing the players who play good by making them lose so you can point to the statistics and say, look, everyones equal.
Anyone else run into this problem?
Overlord: No it doesn't, match-making acts within the designated algorithm
that does not take into account player's win ratio.
