How does HE damage actually work?

i am getting on avg 150 which
makes the damage displayed in the hanger misleading. Now when i spend Gold on the Prem Shell, it will go right through and i will get a 200-250 damage.
This just re-enforces
that who ever has the biggest wallet will win. Free to Play, Pay to
Win. This business model will make money short term, but will
ultimately fail long term. MMOs make money because expectations are
set and people know going in what to expect. While the $$$ will
give you an edge.
I'm not a fan of misleading
customers, its about setting expectations and right now all i see
are numbers that mean very little. I have higher expectations
because of the numbers in the hanger.Overlord: Using HE shells Priest has only 40-64mm penetration. These shells
can deal full damage according to their specs (+/-25% spread) only
if there is actual penetration. If the shell doesn't penetrate the
armor (which is very likely) it can inflict UP TO 50% of its damage
(+/-25 spread).
