How does HE damage actually work?

EDIT TYPE in the chart. the 2nd Armor Value is Penetration Value
I put 9 into the rear of a Panther...thats 53ish vs 150 at 115 damage...rough math was 1000 damage but only took off 30% from 65% to 35%...thats about 300...

Do you take into consideration armor slope, 25% spread of penetration and damage?
