New tier 7 USSR arty worse than tier 6 ?

At the softwipe (or release) they're gonna be nerfed to have a powere comparable to the Hummel.
So then ther'll be a reason to move up.
Of course I don't believe the fact that the S51 will be nerfed and of course I already knew that the S51 was overpowered even if nobody had told me.
