I am not sure how I can help here.
To me, the most amazing thing about clan wars is how deep the diplomacy and "meta" game mechanics actually go. It is about a whole lot more than fielding one or two teams of 15. That being said, don't expect to get anywhere if you can't field two teams of seriously skilled tankers. I know it can be frustrating to want a seat at the table and to not know how to get one.
I suppose if I had a clan that was looking to enter clan wars I'd try to find other clans of similar social status and try to network with them. If my guys were very skilled I'd try to earn some status with some respectable performances in tournaments.
I understand why landless clans would struggle to find their place in the Clan Rivalry and Diplomacy section, it is like asking for a seat at the UN without actually having a nation. You need to amount your own value before the existing oligarchy will recognize you.
