The problem with balancing on pure statistics is they are easily mis-interpreted as we are all human it is very easy to not realise that just one forgotten variable can skew a whole statistic till it is nothing more then junk. Like using win ratios of a tank they are 1 of 15 people that is mostly likely a conglomerate of all the different factions so even if one tank is OP over time its win ratio will tend towards neutral as they are matched with tanks that maybe underperforming.
Honestly if you just keep talking to us like you have in this thread you will see a lot of the frustration dissipate.

MrVic: Statistics create a base line to go from. A truth so to speak. (things go deeper then win/lose) So players impressions and opinions guide you to an area to investigate in the Statistics. Thus you create balance. The balance and under performing tanks it all works out in the long average, and only does the main tanks performance matter if its moved away from the under performing tanks in the balance. So once this happens the statistics pick it and probably player opinion. Then more changes are made.
hehe really its a kinda of paradox in the world of balancing anything :) Actually was thinking the other night, Most FPS, RTS ect only have a handful of values to balance units, World of tanks have tons of varying guns and weapons, combined with varying terrain and modules, with even more varying speeds turn rate and armor/armor facings.
Its shocking with this many variables we have pretty well overall setup tiers.
