Match Making Revision

MrVic: So recently I have been tracking some of my battles in varying tank tiers. Due to the soft wipe and population size right now its really hard to gauge how the tier cut off are working and the balance system in general. I figure it will be dialed in more and population/softwipe ect have to be factored in it may be well on its way to being in great working order.
The following is just a rough idea on the basics of a system I thought might work at its core.
My suggestion (I am sure it has flaws hehe)
