Why is my King Tiger so slow?

With 700HP it did around 38-41KPH.
Mine in-game has closer to 900HP.
It should be a 10KPH faster in game. However, if the designers feel this would upset balance, and thats their answer to this question, then I'm good
MrVic: I think it was for balance probably also, combined with chance of
other factors I posted before Not 100% sure tho
