MrVic: Made it primarily for people looking to progress and the minium
required. Only listed the Tier 10 cost as fully upgraded so people
that may not have realized that Tier 10's come fully upgraded
That and its cut and paste 
Might go back in and reowork it when I get a chance but since the servers are up most can look the base cost to get to a tank and then check what they want in each tier. As some of the upgrades are optional and many skip some items guns ect that are not in line with progression.
I intended to fully list all maxed but the optional stuff made it to hard to represent without breaking down each one in a java script
Later on I might work up another as were closer to release ect. Tho I know there are more people out there better skilled then me at these things.
