SPGs SU-5 problem(!) Weight ? or gun problem?

Why enable i gun that can not be bought?
Apparently .. "lightening" is the solution, but i did it. Somebody could help me with this?
MrVic: Have you upgraded your tracks? Tracks improve load capacity
