High Caliber award system not working properly

Lert: Was the player that got it on the opposite team, and did the enemy team have more hitpoints than you meaning you didn't do the 20% of their total hitpoints in damage? Was the player that got it on your team, and did you do some teamdamage?   There is more to high caliber than just doing the most damage. 99% of the time someone accuses it of 'not working', it turns out that one of the above is true and the complainer failed to take the additional requirements into account.
