penetrating there is a whole slew of calculations to apply splash
damage to the vehicle 5) If a shell hits a module (internal or
external) another +/- 25% damage roll is made and applied to the
module 6) That damaged module then gets a saving throw, which might
just ignore the damage altogether. 7) Repeat for any other module
hit. HE / HESH are especially good for damaging mutliple modules
And that's just a single shot fired. Yes, RNG
operates on the small scale as OP describes. Yes, ideally RNG
should average out over a larger sample size. However, there are
always tendencies and streaks, and when someone says "RNG screwed
me over this match" he just had a mostly negative streak of RNG.
After all - in that whole list of small scale RNG I outlined above,
if only one of them doesn't roll well enough, your shot doesn't do
the damage you want it to.
