Lert: More or less. By the time the guy with the highest ping finally gets updated, the guy with the lowest ping has gotten two or three new updates. Then there's the discrepancy between what's shown on the screen and what the server 'sees', and since it's the server that decides all the important stuff, sometimes things come across broken. Try server reticle for an example, so you can see the difference of where your gun is aiming and where the server thinks it's aiming.
