Has there been a change to retraining crews and the xp penalty

Lert: Probably just some rounding happening there.   Relatedly: Why would you throw away so many games worth of grinding crew XP? The 10% penalty is 10% of all the XP ever earned on that crew. By the time you are at 240% trained, you're throwing away almost enough battles to train a crew from 75% to 100% primary.
