Lert:   Not really.   Reporting in-game, yeah. That kinda is. But submitting a ticket to support along with the replay? That's not entirely useless. If enough people do so, he'll get a ban for unsportsmanlike conduct and unfair play, since what he's doing is against the TOS.   However, it would need to be obvious from the replay that he's doing it on purpose.
