Why not name and shame?

Many BOT threads are made because we DO report, and perceive that nothing is being done. So why do we not have a weekly banned list? Other servers do, why not us?
Maybe if we saw that WG was in fact taking actions, then we might be more inclined to report, instead of perceiving that the report system is a placebo? Currently the perception is that the system just doesn't work, so why not show us that it does?
