Arty fire - nowhere to hide anymore

I sit about one tank away from the building when 'boom' I get hit my arty whose sitting back on the other side's cap. I remember being able to sit behind tall buildings or mountains and be safe from artillery but that is no more. There is no safe place on any map from this weapon of doom. I believe this creates an imbalance that needs to be addressed.
