Since tickets are processed from oldest to newest, adding a reply before staff responds makes your ticket appear at the time of the reply rather than at the time of the original post, thus making you further back in the queue since your ticket is now newer than it was.
Next part is my speculation:
Replying to a staff response does not bump the ticket because at that point a specific CSM has already claimed the ticket (when they responded to the original) so it's now in a different queue than the tickets that haven't received their first response yet.
