GhostPrime: Has Windows 10 been updating while you are playing the game, or do you have the option selected to "help other PCs on the internet" selection in the system settings? That option (When left on) will use your internet connection to send Windows updates from your PC to others, and limit your bandwidth.    If you want to check your network, download and run a Pingplotter report. It will display and packet loss, or latency.
