First of all, thank you for the well thought out, constructive post. It's great to see feedback like this.
Improving the social elements within World of Tanks is a high priority right now. We're looking at all areas to improve--chat, friends, in-battle experience, post-battle experience, and of course clan elements. I can't give any ETAs right now, but it is definitely on our radar as one of the highest priorities at this time.
At the end of the day, online games become far more interesting--and usually more enjoyable--when you make friends within that game. Without that social aspect, there's less reason to engage fellow players to continue playing beyond a single battle. Even players with like-minded goals within the game may not ever meet up without the proper social infrastructure.
This is definitely something we know we need to improve, and we have our eyes focused on it.
