This is one of the dumbest inconsiderate things WG has done in awhile.

Negative rep was never a deterrent to that. The deterrent to that
is the risk of account sanctions.
Quite simply, the system was abused far more often than we liked. Whether it's massing accounts to create artificial negative votes in contests, or someone getting their clan members to negative rep a person's post because they don't agree with the person's opinion, or someone creating mass alt accounts to negative rep someone as a form of harassment, we did not like it happening.
None of the options available in the forum software are optimal for a gaming community right now, but this is the lesser of the two evils.
