On topic, this design philosophy has not changed. Clan Wars is designed as end game content--something you play when you're done progressing through tech trees, or want a break from it.
In a traditional MMO sense, think of it this way:
Raids - Clan Wars and eSports / tournaments
Dungeons - Tank Companies and future game modes
Level-up progression - Platoons and solo random queue
That's the philosophy right now and for the foreseeable future.
