GeneralDirection: It's possible we will add it to the gift shop at times for limited offers, similar to the Type 59 this month, so probably not.

For example, a T1 heavy tank (American t5) has 660 hit points, 83 hull armor at the strongest point and 103 hull armor at the strongest point. It also utilizes a 128 pen, 118 damage gun fully researched. On the other end of the spectrum i will take the tier 9 IS - 8. 1680 hit points, 120 hull and 200 turret armor(angled and bouncy i might add), and a 268 pen, 440 damage gun. If the IS does not bounce any of the T1s shots it will take him 10 shots to kill an IS 8. We all know he would be lucky to kill him with 15 considering bounces, penetration with no damage,etc. Conversely, if the IS - 8 did not kill him in 2 shots i would be supremely surprised.
Is World of Tanks not supposed to be a competitive game? Why are mid tier tanks mixed with top tier tanks in matchmaking? Name me a few mid tier tanks that thrive and contribute greatly in higher tier matches. This is extremely frustrating to a lot of us and i think it is also a big percentage of your problem with your small subscriber base.

GeneralDirection: The question wasn't "What do you think about a T1 Heavy facing off against an IS-8?" The answer to that is: the T1 Heavy has no chance of going toe-to-toe and should instead hang back behind the higher tier tanks and provide supporting fire or look to pick off the lower tier tanks in the battle / protect the back line against scouts breaking through and spotting artillery.
Regarding the actual question, to expand on it, an AMX 13 90 does not need a reduction in matchmaking, whereas you might be able to argue that certain tier 7 vehicles do. Thus, not all tanks should be treated equally in a tier. Even within a type of vehicle some may not need a reduction in matchmaking while others do.
