GeneralDirection: That is not a typo. It's to make the skill even more useful when
your observation device is damaged. It helps to offset the damage
done to the device.

so it means if my current skill is 99%, i use reset, it will just become 0%. so the reset is useful only when your progress is very low or 100%?
GeneralDirection: The reset will give you whatever experience you have earned back,
regardless of what level of training you have in the skill.
