In My Opinion they should have banned the so-called-do-no-thing-moderator in the very first place. At least i've killed three of the enemies, after i killed this irritating moderator.
As far as i know passive-participation + spamming are prohibited in this game.
I think i'm going to file a lawsuit against wargaming. Lets battle each other at The Supreme Court, shall we?

Someone being "annoying" is not grounds for killing them if they are on your team. Based on your post, the automated system did what it was designed to do.
