"Close team enrollment "

so, what is close team enrollment, and what is apply, and when and which should i do 1st and last to complete registration for this tournament? how many team members can i add in the group before i click those final buttons? should i have a total 8 (including the ign_na member)...(5 normal originals + 2 alts)...? or should i add like 10 more members just to have incase but 2 at most would be alternates?
GeneralDirection: You'll want to add your reserves (2 players) before clicking Apply.
Apply changes the status of your team -- essentially submitting it
for approval by us. It's the step that finalizes your team, telling
us "Alright, we're ready for the tournament!"

from the tier III maximum, tier II maximum for SPGs and TDs.
