Are spall liners worth an equipment slot on slow, heavy tanks?

Einzelganger7: Only if you get hit directly, Dez made a video a while ago and showed something interesting, apparently the Spall Liner effect doesn't work if we get hit by the splash, it only works when we get hit on a non penetrating shot.
