Your example could be relevant if We assume that this players skill has remained a constant. And also that the games he played represent what an average player will experience. But seeing his winrate on the torn there is no chance he wasn’t in a stacked platoon. so that also begs the question, has the skill of his platoon mates remained constant.
in the end this is a absolute trash metric to evaluate a tank.

Defender, on top too.I would not say its bad. Don't confuse bad
with average. AT15, that is bad. But it is playable, average.
