How do HE changes effect track shots with damage also to hull?

Best I can understand, HE now lacks splash and instead can only deal damage in direct line with the impact. Many times I have fired HE at the front of someone's tracks to track them and deal chip damage. Is this not possible now due to HE not having 360 dg splash?
Draschel: It depends. Pay attention. HE now must contact the hull
body of a vehicle. Thats not to say contact with obstacles, spaced
armor, tracks, tires eliminate the chance of damage, no. But in
order for HE, to resolutely deal damage now, it must contact the
vehicle hull body. Spaced armor and tracks do not count. Also, none
of this applies to artilleries HE shells. Example 1. IS3 is
90' perpendicular from IS7, and fires HE at the side of IS7. The
shot dips low, but is essentially non angled at 0' instance, and
the 68mm HE penetration faces off against 40mm track armor. But
vehicle modules, are given a 3x effective armor, so the 40 becomes
120mm. The 68mm pen HE doesn't have a chance there, won't bypass
the track, and is absorbed. No damage dealt. Example 2.
Exactly the same as above, but IS3 68mm HE pen shell slides in
above the wheels, or beneath the turret, striking either 100mm
lower side hull, or 150mm upper side hull. Damage is applied
immediately. Tracks, tires, gun, spaced armor, turret
mantles are all to my knowledge, provided this passive 3x effective
armor bonus.Walls, fences, cars, trucks IE obstacles, are
not. Their armor simply is whatever they represent in
game. Example 3. SU130PM fires HE at skorpion G, using Ensk
barbed wire and concrete fence as line of sight cover near cap. Say
the wall is effectively 20mm thickness, no 3x modifier applied
here. The skorpion G rear end is 20mm, and gets struck by a 68mm
pen HE with still 48mm effective potential penetration left. It
proceeds to get raped for 600+ damage.
