HE Nerf vs. HEAT and HESH

Draschel:  obstacles, were provided an effective armor bonus against HE. Or so I was told by someone I know.For example, HE or HESH hitting an obstacle, gun barrel, track, tire  Etc with say ~10mm armor thickness, now in 1.13 becomes 15mm effective. To balance out the new abilities of HE and HESH being able to through-penetrate objects now. A change in boosting property of armor value. I don't know the exact numbers Is this true? Is it true for HEAT?
