If it were the case, everyone would be 50% right now.No one is talking about some sad sap dropping from 55->54, but what you are talking about is everyone being 50%. And everyone is certainly not thatWorld of tanks isn't the Second Law of Entropy, where skills leak out from high concentration to flood and balance low concentration, equaling out a population. World of tanks is defined far more so, by the Universal Law of Cause and Effect. The efforts you place, the things you do - reap result. The things you do not do, what you shun, detract.
