Draschel: The issue to concetrate on, is that heavily armoured tanks
WILL NOW suffer guaranteed damage when damage is required against
them. Take for example, LT432 or T92. They have small caliber
rounds, and their HE will do absolutely nothing against something
like Type 5. Which we agree, is heavy armour. But now, with this
system, say example 10% these light tanks would be doing 18-30
damage against it. Is that broken, many would say definitely
not. But it serves many purposes, A you would
deal guaranteed damage against an enemy with 3 HP, and B you cap
reset. So yes, while HE nerf does buff heavy armour in that it
would be taking less damage from large caliber HE non penetrating
splashes, it also will be a buff for small caliber HE cannons that
would normally be shrugged off and deal 0, absolutely
0.

Draschel: Is it problematic when your HE for example, is like Maus or
IS7s 640 damage, and you equip it to use against 10 HP bobject? And
fail and get 0 damage roll, completely getting screwed over? While
when it isn't crucial, when not necessary, the same tanks use the
same shell just used on a whim, deals 200 damage randomly instead
of 0? I think that is very problematic. It doesn't make
sense. The same points of contact yield these incredibly sporadic
results. It would be far better for the game with a measure
of consistency, that this HE shell would to an estimable 63 damage,
which crushes you users DPM, for sure but also allows for HE to be
a proper tool. This prevents HE spam as well.
