HE rebalance suggestion

Draschel: By the way, with HE changes, LT432 with an 85mm caliber gun can shoot hull down IS7 turret (not gun mantle or gun) with HE and do damage like 10,15,20,25 points predictably. Now? Try that? You are going to get 0,0,0,0, 100 ,0,0,0,0, 100 ,0,0. What kind of model, stupidity, is that?  By nerfing HE damage on non penetration, removing HE detonation damage on outer modules and decals, but increasing small bore size damage on hull hits, I think it is great. HE becomes the tool it is supposed to be, rather than some lazy guys crutch to lean on
