DomoSapien: I have yet to see any examples of hacks/illegal mods that somehow
manage to modify the serverside data and alter something like a
vehicle's reload time, or RNG.
I have seen illegal mods that automatically aim at weakspots, I've seen illegal mods that reveal information about where the enemy is located and aiming, but I have not seen any illegal mods that actually manage to alter the game information being processed by the game servers.
You aren't connecting to other players via a p2p connection; all information about what's happening in-game is received from the server. Your input, etc. is all information that gets sent to the server before it's relayed to other players.
Obviously, never say never, but in 3 years of working Customer Support and going on 3 years of community management, I've yet to see any mods that are capable of accomplishing something like that. Instead of assuming the other player is hacking, consider sending them a friendly PM along the lines of "Hey, great shooting last game! I was in the T28. I was wondering if you might have the replay file handy by any chance, that was absolutely crazy and I'm trying to figure out what exactly happened."
More often than not, the other player will be friendly and share the replay file with you so you can see what happened.
