I don't have a fantastic understanding of all the moving pieces but there is a general plan for serverside activities, and overall volume of outgoing prizing across all our events and activities, as well as individual ones. The TLDR is likely that the PYTCR missions weren't influencing key performance metrics in the way that was intended, and concessions had to be made in order to keep the activity going.
Keep in mind I'm pretty much an idiot as far as serverside economy and event planning is concerned so take my very general explanation with a grain of salt.
