The issue last year was that the gamemode didn't support replays so proving that someone was rigging was quite difficult since you had to record a video clip of the rigging taking place. When we ban people, we want to make sure we're banning them for a legitimate reason. If we can't prove that reason beyond a reasonable doubt, we're going to err on the side of caution.

Good news is that, if all goes well, replays will be enabled for Steel Hunter mode by default moving forward. So reporting match rigging will be a whole lot easier and we will have conclusive evidence with which to issue sanctions. Or at least, that's the goal :) I played a good bit of SH and didn't run into any players rigging matches but I know not everyone was so fortunate. 

I actually think Steel Hunter is a great, simplified way to introduce someone to World of Tanks gameplay. Armor models and module locations are simplified, there are only a few armor profiles for you to learn, and you get to try out a bunch of different vehicle mechanics by building different loadouts. It was interesting to watch Dr. Disrespect struggling with the core mechanics for Random Battles but picking up the mechanics in SH fairly quickly.
