DomoSapien: The logic behind making it all run on the backend is as follows: 

Having another cheat-monitoring utility that's built into the client and launches with the game would be giving these people access to the code we use for detection. Doing so would, in theory, give them more opportunities to develop workarounds and bypass the tools we're using to detect illegal mods.

DomoSapien: Well, we've mostly concluded our regional testing for MM fixes. So it's likely that the MM fixes that roll out will be global & comprehensive, as opposed to regional.

DomoSapien: You're sort of taking that out of context though. 25% RNG isn't the only thing that's preventing WOT From becoming a successful esport. Furthermore 25% penetration and alpha aren't the only elements of RNG in the game. If you wanted to truly eliminate all random numbers from the equation, you would need to fundamentally redesign how the game works. 

Accuracy and dispersion are directly related to RNG - to truly 'eliminate' the random element you would need to make every gun in the game 100% accurate lasers. This would eliminate a lot of important parameters like dispersion, aim time, etc.
