As for the question: Why do some collections or pages have a few more than others? Probably just a creative issue, to be honest. Each decoration has a cool design and interesting description. Maybe the dev team had more ideas for certain categories than others. They are balanced across all categories, more or less, however.
Something kind of nice to keep in mind: 2018 ornaments cost substantially less shards than 2019 ornaments. So if there's any of those you want but didn't finish last year, maybe finish them first?
