What do people mean by "Pay to Win"?

DeviouslyCursed:  If you are playing the same tanks over a decent amount of battles, sure. But I have no idea if QB used the same tanks or not. Tank variations can easily surpass 2%. Back in the day I ran 3 completely FTP accounts with no platooning, etc, and they had 56%, 57%, and 58% win rates. That's a 2% difference between the 1st and 3rd accounts, and only difference was tank lines I went down. I did those accounts because back then we had morons saying skill didn't matter, and accounts were "pre-selected" for good win rates. You know, kind of like the morons now that say it's rigged.
