What do people mean by "Pay to Win"?

account... and actually the account before this one too, both of
which I spent money on. So... technically I could make a case that
paying doesn't help. Though I will admit I cared more about my win
rate back then. I would also say there is a difference between
playing with large kits and prem ammo and then trying to play
without them, than never having used them at all. I never used to
screw up hitting the right numbers when I always used small kits.
Now I can't repair/heal anything to save my butt if I put a small
kit on a tank.
