"Fairly" is a totally different concept. Treating everyone the same, is not always "fair" and there are numerous examples of how humans modify their environment, structuring it, to promote that concept. WoT already does this in what they call "Random Matches".

first part works both ways. Since they are already matching
battles, you shouldn't be complaining. There's no need to match
them further. We all know the only thing that will make most
of the whiners happy is a PvE mode where they can win 70%+ of their
battles. That way they will all get to be that super general they
just know they are, but the hateful MM just keeps pushing them
down.
