DeviouslyCursed:  The problem with any sort of league or group system, especially if there is a hard or set cutoff, is you will have people throwing games when they are bottom of a top group, so they can slide back down and be top of the lower group. Being top dog in a baddie group is far better than being bottom/fodder of the good group.
