I'm going to be quick, b/c I don't feel like typing a novel. Divisions won't work, b/c there are not enough purples to fill 15v15 for all tiers, all the time. This type of separation is not only unfair for top players, but generally makes the game unplayable for them. If you don't balance the matches within the divisions, you still have the same problem. One side has the lower players of the division, other side has higher ranked players in that division, guess who is going to lose? Balancing matches with the entire pool of players is really the only option for WoT, especially on the NA server. This means bad players will be guaranteed an approximate 50% chance to win game, no matter how bad they are. Instead of winning 40% of their games, they would win 50%. You could literally afk repeatedly, and end up with a 50% win rate as you'd be rated as a player who never contributes, and the match would be compensated accordingly. Hence, bad players getting more wins with no effort.
