For the 4th qualifying round you now have 18 teams. Sounds reasonable. When only the lowest 2 seeds face eachother, 1 will be eliminated, which makes you end up with 17 teams. So an additional match between the bottom seeds should take place to eliminate another team.
So in addition to the change you introduced, you should make and additonal match to get to 16 teams in the final playoff. Let seed #15 play seed #18 (match 1) and seed #16 play seed #17 (match 2). This way 2 teams will advance, and 2 will be eliminated, thereby reducing the total of 18 you started with to 16. Now the winner of match 1 should play seed #2 and the winner of match 2 should play seed #2.
